Declaración Especial Comité Americano IUSY 2019 “Situación de Chile”

El Comité Americano de la Unión Internacional de Juventudes Socialistas –IUSY, por sus siglas en inglés–, expresa su condena a las violaciones a los derechos humanos que ha desarrollado el gobierno de Sebastián Piñera, en contra del pueblo chileno que se encuentra manifestándose por una vida justa y digna.

La primavera de Chile ha significado la salida a las calles para manifestarse pacíficamente por millones de personas, poniendo en la mesa una agenda para garantizar los derechos sociales por el Estado en salud, pensiones y educación; discutiendo las consecuencias de décadas de políticas neoliberales que han profundizado la desigualdad; a la vez de abrir un momento constituyente mediante la organización desde los territorios con el fin de lograr una nueva Constitución en democracia.

Desde el decreto del estado de excepción constitucional, que cedió el control de las principales ciudades de Chile y su capital en manos de los militares, hasta las jornadas de manifestaciones reprimidas violentamente por Carabineros -la policía nacional-, hemos visto una creciente ola de daño al pueblo chileno.

Se ha podido constatar a través de diversos organismos civiles y gubernamentales hechos que constituyen claras violaciones a los derechos humanos realizados por agentes del Estado, con 23 asesinatos, 52 casos de violencia sexual, 192 relatos de tortura, tratos inhumanos y degradantes, cientos de heridos de bala, 197 personas con traumas oculares, más de 600 niños, niñas y adolescentes detenidos desde el inicio de las manifestaciones, entre otros.

Solicitamos que el gobierno de Piñera acepte la visita in loco de la Comisión Interamericana de Derechos Humanos para verificar la situación en la materia, sumándose a las labores que está desarrollando en estos días Naciones Unidas, a través de la Oficina de la Alta Comisionada de Derechos Humanos.

Mostramos el respaldo a la idea que impulsan nuestras organizaciones miembro chilenas, de realizar un plebiscito para una nueva Constitución, convocando al pueblo a derogar el ultimo legado de Pinochet y a decidir el mecanismo más democrático para ello.

Hacemos el llamado a detener la violencia policial y la agenda de represión del gobierno de Piñera, demostrando lo insostenible que es el neoliberalismo sin la brutalidad del Estado, atendiendo las demandas ciudadanas por un nuevo pacto social y político. Como dijera Salvador Allende, “tienen la fuerza, pero no se detienen los procesos sociales ni con el crimen ni con la fuerza… la historia es nuestra y la hacen los pueblos”.

IUSY American Committee Special Statement 2019 “Situation of Chile”

The American Committee of the International Union of Socialist Youth -IUSY- expresses its condemnation of the human rights violations developed by the government of Sebastián Piñera, against the Chilean people who are manifesting themselves by a fair and dignified life.

The spring of Chile has meant the get out of millions of people to the streets to demonstrate peacefully, putting on the table an agenda to guarantee social rights by the State in health, social security and education; discussing the consequences of decades of neoliberal policies that have deepened inequality; while opening a constituent moment through the organization from the territories in order to achieve a new Constitution in democracy.

From the decree of the state of constitutional exception, which gave control of the main cities of Chile and its capital in the hands of the military, to the days of demonstrations violently repressed by Carabineros, the national police, we have seen a growing wave of damage to the Chilean people.

It has been possible to verify through various civil and governmental organizations facts that constitute clear human rights violations carried out by State agents, with 23 murders, 52 cases of sexual violence, 192 reports of torture, inhuman and degrading treatment, hundreds of injured of bullet, 197 people with eye trauma, more than 600 children and adolescents detained since the beginning of the demonstrations, among others.

We request that the Piñera government accept the on-site visit of the Inter-American Commission on Human Rights to verify the situation in the matter, adding to the work being carried out by the United Nations these days, through the Office of the High Commissioner for Rights Humans.

We show support for the idea promoted by our Chilean member organizations, to carry out a plebiscite for a new Constitution, calling on the people to repeal the last Pinochet legacy and decide on the most democratic mechanism for it.

We call to stop police violence and the repression agenda of the Piñera government, demonstrating how unsustainable neoliberalism is without the brutality of the State, responding to citizen demands for a new social and political pact. As Salvador Allende said, “they have the strength, but social processes do not stop with either crime or force … history is ours and people make it.”

El Comité Americano de la Unión Internacional de Juventudes Socialistas (IUSY, por sus siglas en inglés) manifiesta su preocupación ante el movimiento social desarrollado durante el mes de octubre en las principales calles de Ecuador.

El gobierno de Lenín Moreno ha cumplido un viraje radical hacia el retorno del neoliberalismo. El programa de gobierno progresista por el que fuera electo ha sido abandonado y desde hace varios meses en el país está en vigencia un evidente programa de ajuste estructural que está desmontando los alcances de los años anteriores en términos de reducción de pobreza, garantía de derechos y bienestar social.

La histórica movilización del mes de octubre pasado da cuenta del carácter antipopular de las medidas del gobierno de Moreno y del malestar generalizado en la población ecuatoriana que salió a las calles para contestar tales políticas. Entre las y los movilizados destaca el movimiento indígena que, como en las memorables jornadas de la década de los noventa, demostró ser un actor fundamental en la lucha anti-neoliberal. Sectores sociales vinculados a los movimientos estudiantiles, feministas, ambientalistas y ciudadanía de a pie indignada también estuvieron en las calles de todo el país para levantar su voz de resistencia.

La respuesta del oficialismo a estas jornadas fue el uso de la violencia; poner a las fuerzas represivas en las calles en lugar de promover el diálogo. El resultado: 11 víctimas mortales, más de 1000 personas con lesiones graves y múltiples detenciones arbitrarias además de violaciones a los derechos humanos como lo han denunciado varias organizaciones de Derechos Humanos.

Aunque la derogatoria de una de las medidas económicas fruto de la acción colectiva popular constituye un triunfo momentáneo, el precio ha sido demasiado alto. El oficialismo, no saciado con la responsabilidad de la violencia aplicada, ha desplegado un régimen de persecución a las voces disidentes. Denunciamos la judicialización de la política y específicamente la detención de líderes de oposición.

Finalmente, llamamos a promover la confluencia social y política de los sectores populares, progresistas y de izquierda del Ecuador que posibilite, primero, resistir de manera efectiva a la deriva neoliberal del presente gobierno y, segundo, levantar una alternativa político-electoral amplia y plural que dispute las elecciones generales en 2021.

IUSY American Committee Special Statement 2019 “Ecuador’s Situation”

The American Committee of the International Union of Socialist Youth (IUSY) expresses its concern at the social movement developed during the month of October in the main streets of Ecuador.

The government of Lenín Moreno has fulfilled a radical turn towards the return of neoliberalism. The progressive government program for which he was elected has been abandoned, and for several months in the country an evident structural adjustment program is in force that is dismantling the reach of previous years in terms of poverty reduction, guarantee of rights and social welfare.

The historic mobilization of October gives an account of the antipopular nature of the measures of the Moreno government and the general malaise in the Ecuadorian population that took to the streets to answer such policies. Among those mobilized, the indigenous movement stands out, which, as in the memorable days of the 1990s, proved to be a fundamental actor in the anti-neoliberal struggle. Social sectors linked to student movements, feminists, environmentalists and indignant ordinary citizens were also on the streets across the country to raise their voice of resistance.

The response of the ruling party to these days was the use of violence; put repressive forces on the streets instead of promoting dialogue. The result: 11 deaths, more than 1000 people with serious injuries and multiple arbitrary detentions in addition to human rights violations as reported by several Human Rights organizations.

Although the repeal of one of the economic measures resulting from popular collective action constitutes a momentary triumph, the price has been too high. The ruling party, not satiated with the responsibility of the violence applied, has deployed a regime of persecution against dissenting voices. We denounce the judicialization of politics and specifically the detention of opposition leaders.

Finally, we call to promote the social and political confluence of the popular, progressive and left-wing sectors of Ecuador that makes it possible, first, to effectively resist the neoliberal drift of the present government and, second, to raise a broad and plural political-electoral alternative that disputes the general elections in 2021.

“¿Progresismo a la defensiva? Estrategias y escenarios para un nuevo momento político en la región”

 El Comité Americano de la Unión Internacional de Juventudes Socialistas –IUSY, por sus siglas en inglés- se reunió entre los días 07 y 10 de noviembre en la ciudad de Quito, Ecuador, con el objetivo de reflexionar en torno a la situación actual de la región, sobre el estado de nuestras democracias, el surgimiento de movimientos sociales fuertes y la respuesta militarista de la derecha continental. Eso nos lleva a la imperiosa necesidad de pensar el ciclo progresista, la ola conservadora, la reacción de la izquierda y los nuevos escenarios que se abren ante las disyuntivas frente a un capitalismo salvaje.

En un contexto global en el que se profundizan las desigualdades y los jóvenes se le levantan para criticar elementos que se han normalizado, saludamos que en nuestras sociedades la protesta social haya tomado los espacios de debate para modificar las estructuras políticas y económicas y poner en agenda temas feministas, medioambientales, indígenas, de disidencias sexuales, constitucionales, entre otros.

Esta desigualdad ha favorecido históricamente a una minoría concentradora de la riqueza en nuestro continente, en desmedro de los sectores medios y populares. Esto fue reforzado por los gobiernos de la derecha regional, asociados en el Grupo de Lima, aplicando la añeja receta neoliberal de restringir lo público a subsidios, de precarizar los derechos sociales y de reforzar el Estado policial ante las manifestaciones.

A eso se ha unido el establecimiento de alianzas estratégicas con los sectores empresariales y confesionales, legitimándose mediante el manejo de los medios hegemónicos de comunicación, la militarización de nuestras sociedades y la judicialización de la política como práctica habitual. Nos preocupan las muertes, los heridos, las violentadas sexualmente, las torturas, persecuciones, detenciones ilegales y exilios de este último tiempo, especialmente en la juventud, como respuesta a la organización y movilización de los pueblos.

Como jóvenes socialistas, socialdemócratas y laboristas estamos llamados no sólo a reflexionar críticamente sobre la realidad imperante, sino a estar presentes junto al pueblo en sus expresiones masivas, a ser parte de las discusiones relevantes y a participar en el tejido social. Nuestros partidos están siendo emplazados a actualizar programas, discursos y orgánicas, en pos de canalizar las nuevas y crecientes demandas sociales que emergen en nuestro continente.

  • Ecuador

La situación en Ecuador nos provoca una doble sensación. Por un lado, vemos con profundo optimismo el proceso de resistencia y movilización social de amplios sectores populares ante las medidas de ajuste estructural impulsadas por el gobierno de Moreno bajo designio del Fondo Monetario Internacional. Sin embargo, la derrota propiciada por el pueblo al oficialismo dejó un alto costo en víctimas y libertades.

Denunciamos la violación de derechos humanos por parte de las fuerzas policiales durante las protestas, así como la feroz persecución política de la que están siendo víctima autoridades electas de oposición, líderes sociales y políticos, medios alternativos de comunicación y la ciudadanía que ha expresado su rechazo a la deriva autoritaria y neoliberal del bloque de poder en el gobierno.

  • Bolivia

La sensible situación que atraviesa Bolivia nos obliga a recordar la necesidad de defender la democracia por sobre todo. Tenemos una preocupación acerca de los acontecimientos que se han desarrollado en el país andino, con un acuartelamiento de parte de la policía nacional en algunas ciudades. Instamos a que se respete el voto popular, esperando el informe final de OEA de las elecciones de octubre pasado.

La interferencia de fuerzas represivas en el debate político es reprochable, por lo que esperamos que las tendencias políticas desistan de tentar a viejos enemigos de nuestros pueblos, y a que se encauce el conflicto en una solución pacífica mediante el dialogo. Repudiamos el alzamiento en armas y el intento de golpe de Estado, poniendo en riesgo al pueblo mediante acciones temerarias.

  • Chile

En Chile, estamos presenciando la primavera de dicho país al calor de un estallido social lleno de creatividad y una masividad nunca antes vista, con más de 20 días de manifestaciones a lo largo del país. El experimento del neoliberalismo nació y debe morir en tierras chilenas, de la mano de agendas sociales que restablezcan lo público en los derechos fundamentales, y se avance en un proceso participativo para lograr una nueva Constitución nacida en democracia.

Condenamos enérgicamente la respuesta del gobierno de Sebastián Piñera en contra de las movilizaciones, ignorando las demandas, convocando a las Fuerzas Armadas a coartar las marchas, validando la represión de Carabineros, y violando los derechos humanos de quienes están protestando, reviviendo la imagen de la dictadura de Pinochet, con 23 muertos, cientos de heridos, reportes de tortura, violencia sexual y numerosos casos de ceguera parcial por el uso de balines.

  • Brasil

Vemos con mucha inquietud la situación de Brasil, donde los discursos de odio sembrados por Jair Bolsonaro han calado hondo. El desprecio por los pobres, las mujeres, los pueblos indígenas, las afrodescendientes, la comunidad LGTBIQ+, entre otros, no hace más que reforzar todos nuestros temores. Las Fuerzas Armadas en la calle, la violencia, los ataques al diferente y al vulnerable, la falta de respeto a las instituciones y el desdén por la democracia son el común denominador de dicho gobierno.

Aun teniendo ese negro panorama, la salida de la cárcel de Lula da Silva nos trae una gran alegría frente a la injusticia articulada por el actual ministro de Justicia, Sergio Moro, con el objetivo de impedir su vuelta a Palacio de Planalto. Esperamos que el lawfaresea una mala pesadilla y se termine el uso indebido de instrumentos jurídicos para perpetrar golpes de estado blandos y una persecución a líderes sociales y políticos.

  • Argentina

Argentina lleva más de 8 años de estancamiento económico, agravado por la política económica del gobierno de Mauricio Macri que finalizará su mandato dejando al país inmerso en una profunda crisis económica y social: al borde de la hiperinflación, con una gran caída del PBI, más del 35% de los y las argentinas debajo de la línea de la pobreza y sin políticas que garanticen alimentación, educación, salud y trabajo a todos los argentinos. El próximo 10 de diciembre, luego de la contundente expresión popular en las últimas elecciones nacionales, asumirá un nuevo presidente, Alberto Fernández, cuyo gobierno que tendrá por delante enormes desafíos. La convocatoria a un gran acuerdo nacional, con representación de todos los sectores políticos, productivos, empresariales y de la sociedad civil será fundamental para sacar adelante la economía y mejorar la calidad de vida del pueblo argentino.

  • Colombia

El sistemático asesinato de líderes sociales y defensores de derechos humanos en Colombia es un fenómeno que ha ido creciendo alarmantemente en los últimos meses. Los ataques en su contra han llevado a movilizaciones en las principales ciudades para rechazarlos y exigir al gobierno de Iván Duque que realice los esfuerzos necesarios para apoyar a las dirigencias afectadas, dándole celeridad a las investigaciones judiciales y reforzando las medidas de prevención y protección. La continuidad de latentes dinámicas de violencia, a pesar de la implementación del acuerdo de paz con las FARC, nos mantiene alertas.

  • Costa Rica

En el caso de Costa Rica, celebramos la próxima entrada en vigencia del matrimonio igualitario, en mayo del 2020, lo cual nos enorgullece. Hacemos un llamado para seguir avanzando en los derechos sexuales y reproductivos, tal como se hace con la firma de la norma técnica del aborto terapéutico en dicho país.

  • Panamá

Desde Panamá, resaltamos el liderazgo y el interés del Presidente Laurentino Nito Cortizo en dialogar y crear consensos con cientos de jóvenes panameños que habían sido detenidos por el desarrollo de protestas por las reformas constitucionales. Gracias a esto se logró el desistimiento de la presentación de cargos, debido al reconocimiento al derecho de las protestas pacíficas, presentando un paquete de reformas que incluya la igualdad y la inclusión, de forma que genere empleo, y, lo más importante, garantice la educación para todos las y los panameños.

  • México

En México, la izquierda ha sido motor histórico de la transformación social en nuestro país, logrando avances democráticos importantes para el desarrollo de las personas. Las juventudes del PRD y de MORENA reivindicamos los postulados de la izquierda y seguiremos luchando por lograr mayor justicia social e igualdad.

Reconocemos la transformación por la que México atraviesa actualmente y como jóvenes entendemos el reto que las izquierdas tienen de cara al futuro para que nunca más las prácticas del viejo régimen se instalen en nuestro país. Nuestra generación asume el compromiso de cambiar la política y responsablemente convertirse en el relevo generacional que la sociedad necesita.

  • Estados Unidos

Desde los Estados Unidos se está luchando por el alma de nuestra nación. Entre el aumento de la desconfianza en las noticias y el aumento de grupos de odio que, como Presidente, Donald Trump no condena, los progresistas tienen que luchar contra ambos grupos conservadores en cada momento y también para nuestro futuro del país. En la gente está creciendo el escepticismo sobre las políticas nacionales, por lo que grupos locales están pasando políticas progresivas en las comunas en que tienen el control de verdad. Más personas están participando en asuntos local y sus comunidades están apoyándolos con sus campañas en sus barrios, ciudades y pueblos.

La primaria demócrata del 2020 comenzó con más que treinta candidatos que están todos ofertando una visión diferente de cómo ganar a Donald Trump. El o la candidata que gane va a moldear el futuro del Partido Demócrata, que esperamos que sea un partido que luche por la gente, trabajando en todos los estados y todas partes de la nación.

  • Paraguay

En Paraguay, el gobierno caracterizado por sus políticas neoliberales, ha profundizado la situación de crisis que repercute en una actual recesión económica. Es así mismo preocupante, ser el país con la distribución de tierra más desigual del mundo, el segundo país con mayor tasa de deforestación a nivel mundial, sumando al registro de incendios forestales, que han afectado al 51% del Chaco paraguayo.

Por otro lado, se ve un creciente retroceso en los derechos humanos y en la democracia, con los hechos de violencia ejercidos por grupos anti-derechos en Marchas LGTBIQ+ promulgados y legitimados por gobiernos locales, los crecientes casos de feminicidios ocurridos, la criminalización de las luchas estudiantiles y campesinas. En contrapartida, acompañamos a la articulación de fuerzas de oposición y de articulación con otras juventudes políticas, ya que creemos que es el camino para poder combatir estas crecientes desigualdades.

  • Uruguay

Esperamos expectantes los resultados de las elecciones nacionales en Uruguay, apoyando un nuevo gobierno frenteamplista liderado por el compañero Daniel Martínez, que continúe mejorando la calidad de vida de sus ciudadanos y ciudadanas, con igualdad, justicia y más derechos. Vemos también con preocupación el avance de la derecha reaccionaria en ese país.

  • Venezuela

Respaldamos el proceso de dialogo nacional que se ha dado en Venezuela, exhortando que puedan trabajar los actores políticos en encontrar soluciones necesarias, en el marco de la negociación para una salida pacífica, electoral y democrática a la crisis que vive el país. Lo anterior incluye el llamado a la liberación de los presos políticos, la renovación del organismo electoral, el cese de la violencia política y el respeto a los derechos humanos, como primeras acciones que deben ser tomadas por el gobierno de Maduro, acompañado por las organizaciones internacionales.

Solidarizamos con los más de 4 millones de venezolanos y venezolanas que, producto de la crisis política, económica y social, han tenido que abandonar el país, y que hoy se enfrentan a distintas dificultades en todos los países a los que han emigrado. Desde nuestras organizaciones miembros fraternizamos con los migrantes y refugiados, luchando por su inclusión en las sociedades, especialmente en Sudamérica.

  • Nicaragua

Nos sumamos a las hermanas y hermanos de Nicaragua, que se encuentran en una crisis interna, en la que han visto amenazados y violentados sus derechos básicos, entre ellos la libertad de expresión y de tránsito en su territorio. Hacemos un llamado a una salida pacífica para la comunidad nicaragüense, al restablecimiento de la democracia y la estabilidad económica, a partir de la búsqueda de soluciones a largo plazo en favor de cada compañero y compañera nicaragüense.

Finalmente, celebramos que el próximo Congreso de IUSY en abril del 2020 se celebre en nuestra región, gracias a la organización de la Juventud del Partido Revolucionario Democrático de Panamá. Tenemos toda la confianza en que será un evento que se realizará a la altura de las circunstancias, en un país que reúne a grandes compañeros y compañeras.

El Comité Americano extiende el agradecimiento a la organización anfitriona Juventud Socialista del Ecuador por las actividades realizadas y la hospitalidad de sus militantes, abriendo sus puertas al debate de las izquierdas jóvenes de América.

Final Declaration of IUSY American Committee 2019

“Progressive defense? Strategies and scenarios for a new political moment in the region”

The American Committee of the International Union of Socialist Youth – IUSY, for its acronym in English – met between November 7 and 10 in the city of Quito, Ecuador, with the objective of reflecting on the current situation of the region, about the state of our democracies, the emergence of strong social movements and the militarist response of the continental right. That brings us to the imperative need to think about the progressive cycle, the conservative wave, the reaction of the left and the new scenarios that open up to the dilemmas in the face of wild capitalism.

In a global context in which inequalities deepen and young people rise to criticize elements that have normalized, we welcome that in our societies social protest has taken the spaces for debate to modify political and economic structures and put on the agenda feminist, environmental, indigenous, sexual dissent, constitutional issues, among others.

This inequality has historically favored a minority that concentrates wealth on our continent, to the detriment of the middle and popular sectors. This was reinforced by the governments of the regional right, partners in the Lima Group, applying the old neoliberal prescription to restrict the public to subsidies, to precarize social rights and to strengthen the police state in the face of demonstrations.

To this has been added the establishment of strategic alliances with the business and faith sectors, legitimizing itself through the management of the hegemonic means of communication, the militarization of our societies and the judicialization of politics as usual practice. We are concerned about the deaths, the wounded, the sexually violated, the torture, persecution, illegal detentions and exiles of this last time, especially in the youth, in response to the organization and mobilization of the peoples.

As young socialists, social democrats and Labor we are called not only to reflect critically on the prevailing reality, but to be present with the people in their mass expressions, to be part of the relevant discussions and to participate in the social fabric. Our parties are being summoned to update programs, speeches and organic, in order to channel the new and growing social demands that emerge in our continent.

  • Ecuador

The situation in Ecuador causes us a double sensation. On the one hand, we see with deep optimism the process of resistance and social mobilization of broad popular sectors before the structural adjustment measures promoted by the Moreno government under the design of the International Monetary Fund. However, the defeat caused by the people to the ruling party left a high cost in victims and freedoms.

We denounce the violation of human rights by police forces during the protests, as well as the fierce political persecution of which elected opposition authorities, social and political leaders, alternative media and citizens who have expressed their rejection are being victims to the authoritarian and neoliberal drift of the power block in the government.

  • Bolivia

The sensitive situation that Bolivia is going through forces us to remember the need to defend democracy above all. We have a concern about the events that have taken place in the Andean country, with a quartering by the national police in some cities. We urge that the popular vote be respected, awaiting the final OAS report of the elections last October.

The interference of repressive forces in the political debate is reprehensible, so we hope that political tendencies will give up tempting old enemies of our peoples, and that the conflict is routed in a peaceful solution through dialogue. We repudiate the rise in arms and the attempted coup d’état, putting the people at risk through reckless actions.

  • Chile

In Chile, we are witnessing the spring of that country in the heat of a social explosion full of creativity and a mass never seen before, with more than 20 days of demonstrations throughout the country. The experiment of neoliberalism was born and must die in Chilean lands, by the hand of social agendas that restore the public in fundamental rights, and progress is made in a participatory process to achieve a new Constitution born in democracy.

We strongly condemn the response of the government of Sebastián Piñera against the mobilizations, ignoring the demands, calling on the Armed Forces to curtail the marches, validating the repression of police, and violating the human rights of those who are protesting, reviving the image of the Pinochet dictatorship, with 23 dead, hundreds injured, reports of torture, sexual violence and numerous cases of partial blindness from the use of pellets.

  • Brazil

We are very anxious about the situation in Brazil, where the hate speeches planted by Jair Bolsonaro have gone deep. The contempt for the poor, women, indigenous peoples, Afro-descendants, the LGTBIQ + community, among others, only reinforces all our fears. The Armed Forces in the street, violence, attacks on the different and the vulnerable, lack of respect for institutions and disdain for democracy are the common denominator of that government.

Even having that black panorama, the exit of the prison of Lula da Silva brings us great joy in the face of the injustice articulated by the current Minister of Justice, Sergio Moro, with the aim of preventing his return to Palacio de Planalto. We hope that lawfare will be a bad nightmare and that the misuse of legal instruments to perpetrate soft coups and persecution of social and political leaders will end.

  • Argentina

Argentina has more than 8 years of economic stagnation, aggravated by the economic policy of the government of Mauricio Macri that will end its mandate leaving the country immersed in a deep economic and social crisis: on the verge of hyperinflation, with a large fall in GDP, more 35% of the Argentineans below the poverty line and without policies that guarantee food, education, health and work to all Argentines. On December 10, after the forceful popular expression in the last national elections, a new president, Alberto Fernández, will assume, whose government will face enormous challenges. The call for a great national agreement, with representation of all political, productive, business and civil society sectors will be essential to move forward the economy and improve the quality of life of the Argentine people.

  • Colombia

The systematic murder of social leaders and human rights defenders in Colombia is a phenomenon that has been growing alarmingly in recent months. The attacks against him have led to mobilizations in the main cities to reject them and require the government of Iván Duque to make the necessary efforts to support the affected leaderships, speeding up judicial investigations and reinforcing prevention and protection measures. The continuity of latent dynamics of violence, despite the implementation of the peace agreement with the FARC, keeps us alert.

  • Costa Rica

In the case of Costa Rica, we celebrate the next entry into force of equal marriage, in May 2020, which makes us proud. We call for further progress in sexual and reproductive rights, as is done with the signing of the technical norm of therapeutic abortion in that country.

  • Panama

From Panama, we highlight the leadership and interest of President Laurentino Nito Cortizo in dialogue and consensus building with hundreds of young Panamanians who had been arrested for the development of protests for constitutional reforms. Thanks to this, the withdrawal of charges was achieved, due to the recognition of the right to peaceful protests, presenting a package of reforms that includes equality and inclusion, in a way that creates employment, and, most importantly, guarantees the education for all Panamanians.

  • Mexico

In Mexico, the left has been the historical engine of social transformation in our country, achieving important democratic advances for the development of people. The PRD and MORENA youths vindicate the postulates of the left and we will continue to fight for greater social justice and equality.

We recognize the transformation that Mexico is currently going through and as young people we understand the challenge that the lefts face for the future so that the old regime’s practices are never installed in our country. Our generation assumes the commitment to change politics and responsibly become the generational change that society needs.

  • United States

From the United States is fighting for the soul of our nation. Between the increase in distrust in the news and the increase in hate groups that, as President, Donald Trump does not condemn, progressives have to fight both conservative groups at all times and also for our future in the country. People are growing skepticism about national policies, so local groups are passing progressive policies in the communes in which they have real control. More people are participating in local affairs and their communities are supporting them with their campaigns in their neighborhoods, cities and towns.

The 2020 Democratic primary began with more than thirty candidates who are all offering a different vision of how to win Donald Trump. The candidate who wins will shape the future of the Democratic Party, which we hope will be a party that fights for the people, working in all states and all parts of the nation.

  • Paraguay

In Paraguay, the government characterized by its neoliberal policies has deepened the crisis situation that has an impact on a current economic recession. It is also worrying to be the country with the most unequal distribution of land in the world, the second country with the highest deforestation rate in the world, adding to the record of forest fires, which have affected 51% of the Paraguayan Chaco.

On the other hand, there is a growing decline in human rights and democracy, with the acts of violence perpetrated by anti-rights groups in LGTBIQ + Marches promulgated and legitimized by local governments, the growing cases of femicides, the criminalization of student and peasant struggles. On the other hand, we accompany the articulation of opposition and articulation forces with other political youths, since we believe that it is the way to combat these growing inequalities.

  • Uruguay

We look forward to the results of the national elections in Uruguay, supporting a new front-wing government led by fellow Daniel Martínez, which continues to improve the quality of life of its citizens, with equality, justice and more rights. We also see with concern the progress of the reactionary right in that country.

  • Venezuela

We support the national dialogue process that has taken place in Venezuela, urging that political actors can work to find necessary solutions, in the framework of the negotiation for a peaceful, electoral and democratic exit to the crisis in the country. The foregoing includes the call for the release of political prisoners, the renewal of the electoral body, the cessation of political violence and respect for human rights, as the first actions to be taken by the Maduro government, accompanied by organizations International

We solidarity with the more than 4 million Venezuelans who, as a result of the political, economic and social crisis, have had to leave the country, and who today face different difficulties in all the countries to which they have emigrated. From our member organizations we fraternize with migrants and refugees, fighting for their inclusion in societies, especially in South America.

  • Nicaragua

We join the sisters and brothers of Nicaragua, who are in an internal crisis, in which their basic rights have been threatened and violated, including freedom of expression and transit in their territory. We call for a peaceful exit for the Nicaraguan community, for the restoration of democracy and economic stability, based on the search for long-term solutions in favor of each Nicaraguan partner.

Finally, we celebrate that the next IUSY Congress in April 2020 will be held in our region, thanks to the organization of the Youth of the Democratic Revolutionary Party of Panama. We have all the confidence that it will be an event that will take place at the height of the circumstances, in a country that brings together great partners.

Outline

The Asia Pacific Committee (APC) Leadership Conference 2019 will bring together the young leaders of IUSY member organisations from the Asia Pacific region. The APC will be organised in partnership with our member organisation Pergerakan Indonesia. The aim of the meeting is to strengthen the partnership among IUSY member organisations and enhance the cooperation in the region. The meeting will offer a platform to discuss current political situations in the region, give space to engage in a dialogue on common struggles and obstacles, and work together to come up with strategies to enact political and social change. Participants can look forward to getting involved in political debates and discussions, sharing experiences and ideas and building up their regional network. There will also be an added focus on skill building. Committee Meetings are the most important platforms for the regions in between the IUSY Congresses and Councils.

 The climate crisis has put a ticking time bomb over our heads. Scientists have warned that we have 11 years left to stop the irreversible damage of our planet but less than 17 months to pressure our governments to take urgent action before Earth is fatally wounded.

While we are all affected when sea levels begin to rise and the climate crisis peaks in the coming years, the poor and marginalized are bearing the brunt of the storm today.

Farmers who are defending their land are being killed everywhere. Indigenous peoples are driven away from their homes. Youth and children are made vulnerable in a time of storms and flash floods.

We don’t have a decade to act on the climate crisis when the majority of the world’s poor are experiencing it now!

The time is ripe for bold plans and action that will shed off the crumbling fronts of capitalism and usher in a new just and caring world. If the problem is global, our solutions should be too.

The International Union of Socialist Youth (IUSY): Asia Pacific Committee 2019 Conference will gather youth activists from all over the region to galvanize action for climate justice. This conference seeks to spark a global campaign to end exploitation, repression, and misogyny to stop the climate crisis.

Participant profile

Each member organisation in the region may register up to two participants for the meeting. Please note that delegations MUST be gender-balanced and a delegation cannot consist of two men. All participants must be aged 18-35 years old, with no exceptions. IUSY statutes as well as the Global Project require gender balance in order to be able to participate in the meeting. Participants must hold a leadership position in their organisation and member organisations will need to approve all applications.

Participants must be able to attend the entire programme. The working language of the meeting is English.

Participants must apply by completing the online registration form latest by 15 October, 2019. All applicants will receive the outcome of their application within 1 week of the application deadline. Participation fee

The participation fee for the activity is 30€ per person and must be paid by 01 November 2019. The participation fee will cover accommodation, meals, refreshments and programme for the duration of the event. Any additional nights’ accommodation must be arranged and paid by participants.

Once you have made the bank transfer, please send a payment receipt to iusy@iusy.org. Please be aware that IUSY cannot take responsibility for any bank fees. If you are unable to make a bank transfer in advance you must inform us before 01 November 2019.

Outstanding membership fees and/or debts

Please note that only organisations without outstanding membership fees or debts are entitled to receive travel reimbursement. Therefore, we would ask for organisations to transfer their outstanding fees or debts by bank transfer as soon as possible.

Travel reimbursement

Travel reimbursement is available up to a fixed reference price. Only economy tickets will be reimbursed. Kindly note that only gender balanced delegations are entitled to the maximum amount of reimbursement. To receive the amount of travel reimbursement you are entitled to, please contact your international secretary or the secretariat directly.

All travel reimbursements will be made in euro via bank transfer after the meeting. No travel reimbursement will be available in cash on the event without prior agreement at least one week in advance of the event. This applies to very exceptional cases and should be discussed with the Secretariat.

Please note that IUSY can only reimburse cost of travels proven by original documents. Therefore, do not forget to keep and hand in to the IUSY Secretariat ALL of the following documents at the meeting:

Los nicaragüenses  aspiran libertad, restablecimiento de la democracia y justicia.
Después de meses de negociaciones, el gobierno de Ortega, aún mantiene más de cien presos políticos, represiones y persecuciones  todos los días a los disidentes de este régimen, mientras muchos se encuentran en el exilio y las familias de más de 300 asesinados demandan justicia. El gobierno ha incumplido los compromisos que ha firmado, burlándose del pueblo y de la comunidad internacional.
Recientemente, el régimen anunció la cancelación de la mesa de negociaciones con la Alianza Cívica, cerrando las puertas a una salida dialogada a la  crisis que vive el país.
Desde la Unión Internacional de Juventudes Socialistas (IUSY por sus siglas en inglés) reiteramos nuestro llamado al cese de violaciones de Derechos Humanos, a la liberación urgente de todos los presos políticos, al cese de las persecuciones contra los disidentes y líderes de la oposición, al igual que insistimos en nuestro llamado a que debe abrirse una negociación que permita una salida pacífica al conflicto que hoy viven en Nicaragua.

The Nicaraguan government must reconsider its position and return to the dialogue respecting Human Rights.
Nicaraguans are fighting and waiting for freedom, democracy and justice.
After months of negotiations, Ortega´s government still maintains more than one hundred political prisoners, repressions and persecutions every day, while many families are exile and there are more of 300 murdered demand justice. The government has breached the commitments it has signed, mocking of people and the international community.
Recently, Ortega´s government announced the end of the negotiating with the Civic Alliance, closing doors to a dialogue exit to the crisis in Nicaragua.
From IUSY we call out for the cessation of Human Rights violations, the urgent release of all political prisoners, the end of persecutions against opposition leaders, as well as a call to open a negotiation that allows a peaceful exit to the conflict of Nicaragua.

Call for participants: Struggle for equality continues: mapping the road to gender equality in youth organisations (13-18 Oct, Berlin)

Description of the activity
With this activity IUSY is planning to expand and strengthen the reach of gender mainstreaming policies, to provide space for young people and youth organisations to set up goals that go further than gender parity and develop tools that will allow their organisations and the youth sector to assure true gender equality. This strategy does not end by electing young women in leadership (while this in itself represents an important step forward) – the further challenge is the empowerment of all young people to assume even more active roles in working towards achieving a truly inclusive culture in our organisations and parties and reinforcing our efforts in combating exclusion, discrimination and violence.

IUSY will in this way return to focus on gender equality as one of the core requirements foran inclusive organisational culture and a fundamental basis for open and democratic youth organisations. This represents our next step in reaching beyond the policies and mechanisms for ensuring gender parity, to work on establishing an environment in which young people of all genders work together in a respectful and sensitive atmosphere, enabling each of them to give their best contribution to the shared goals and aspirations.

The participants in this activity will have the chance to give their contribution to this struggle. They will outline an advanced strategy for gender mainstreaming in youth organisations to bring about equal participation and visibility at all levels of the organisational structure, including leadership, representation and decision-making and unite young people and youth organisations in joint efforts for equality and against gender-based stereotypes, disrespect, harassment and violence. The participants will have the chance to explore the gender issues in their own organisations and our movement, getting an open view of the actual situation concerning gender equality and the impact of gender mainstreaming policies so far. They will investigate the understanding of the terms of gender identity and the extent to which gender diversity is respected in youth organisations. They will explore the reach of gender equality, while on the other side recognizing the challenges, including any type of gender-related discrimination and researching the mechanisms that the organisations are putting into action to face these threats and combat all types of inequality. Finally, they will set advanced goals for gender equality in youth organisations and design tools (guidelines and methods for concrete cases and situations) to carry them out – the IUSY toolkit for gender equality in youth organisations, which will be shared in our global movement and with our partner youth organisations, as well as a series of regional workshops to be realized by the IUSY Feminist Working Group in order to get additional input and approaches and rise the reach of the activity to global level in our movement.

Aim

The main aim of this activity is to design an advanced strategy for gender mainstreaming in youth organisations in order to assure equal representation and visibility of all actors and a joint struggle against all types of gender-based discrimination, including gender-based bias and stereotypes, disrespect and harassment and gender-based violence. The activity will contribute to reinforcing our ongoing struggle for inclusion and against discrimination and violence, starting from youth organisations active in our global movement and expanding further among the youth sector.

Objectives

• To strengthen the understanding of gender identity and recognize the importance of gender equality in youth organisations and our movement

• To comprehend the current situation in youth organisations regarding gender equality and the main challenges and issues to address in order to improve further

• To set short- and long-term goals for improvement of gender equality in youth organisations and design an advanced strategy to reach the defined goals

Selection of the participation will be based on several criteria, such motivation for taking part in this activity, readiness to continue working towards expanding youth participation and their commitment and readiness to take part in the follow-up activities as well as age and gender.

Statement of IUSY Feminist Working Group’19: Gender Mainstreaming in Youth Organisations

Young activists of IUSY member organisations have met 27-30 June 2019, at Salvador Allende Haus in Germany to reflect on the theme Gender mainstreaming in youth organisations.

The IUSY Feminist Working Group has further discussed on women empowerment, intersectionality, representation and prevention of sexualized violence with a unique left perspective. We believe the fight against patriarchy must be the fight against all privileges and exploitations. Therefore, we have highlighted the difference from right and liberal feminism and have stressed for the need to:

  1. change the structure of society in order to achieve real equality. It’s not enough to cancel limitations;
  2. consider other struggles requiring attention and association with the needs in pursuing for gender equality;
  3. emphasise that the only feminism is intersectional feminism;
  4. analyse the reality through the lens of socialist intersectional feminism and to bring the left perspective to the centre of the table;
  5. have internal tools and common understanding of topics related to feminism in order to implement gender equality in the MO’s & in IUSY;

The Feminist Working Group has resolved to develop and publish a toolkit in December in order to inform, form and transform the knowledge.

The International Union of Socialist Youth (IUSY) is demanding justice for Rufo Antonio Chacón Parada, 16 years old, who lost his sight after police officers shot 52 buckshot in his face while he was in the middle of a domestic gas protest in Táriba, Táchira state.

We reject the fact that these actions against the right to protest in Venezuela continue to cause harm to young people and families, where the needs faced by Venezuelans today cannot be covered up with repression outside the law.
