The Council determines the policy of IUSY between the Congresses and ensures its implementation within the framework of the Declaration of Principles and these Statutes. It controls the activities of the Presidium. And discusses the financial report. 

The Council assembles the year between years of a Congress and is convoked by the Presidium three months in advance.
