The Congress decides upon membership. The Presidium prepares the proposals according to the Rules of application approved by the Congress and published. Applications for membership must be sent to the Secretariat. To adopt a full or observer or associate member a 2/3 majority must vote in favour, not counting abstentions.

This years congress will vote to approve full members organisations and observer members.
